Jo-Anne Munroe (President).
"I began my career as a dispatcher in September
1977 for Onondaga County, Syracuse, NY. I retired as their Deputy Commissioner in March of 2010 and
immediately started my second career as Director of Alexandria VA Department of Emergency Communications.
I retired in April 2015.
During my career I have survived two consolidations and have experienced many
technology enhancements in our profession over the years. I have seen our reputation
go from "just an operator" to the professionals we are today.
I have a MS in Emergency Management along with being a certified paralegal through
the American Bar Association. I am a Team Leader for the Commission on Law Enforcement
Accreditation (CALEA). I am a certified Registered Public Safety Leader (RPL) and
have completed the Law Enforcement Professional Leadership School (PELS). I have been
involved in APCO as a Team Leader for the MAAP (now known as ACS), and served on the
APCO Institute Curriculum Development Committee for the Basic Telecommunicators, Fire
Dispatch and Supervisors courses. I previously Chaired the APCO/CALEA Committee, chaired
the Director's Awards Committee, chaired the APCO Institute Committee, and served as a
member of the Bylaws Committee. Memberships include APCO, NENA and NFPA.
My passion for this industry has not waivered or been lost since I retired."
